Artemis is unlike any other planet in the Galaxy. There are no colonists allowed to settle. It is teaming with wildlife. The majority of the animals roaming the surface of the planet are animals imported from other planets. They are animals that were and are on the verge of becoming extinct.
The High Senate decided to set aside one planet to save these animals. The humans were voted in to become the custodians of Artemis. That's when the Guild of Game Wardens was created. The Game Wardens would watch over the animals. They were given absolute power to be able to do their job. The Game Wardens were the Law on Artemis. Outposts similar to what the Scouts had were built and scattered all over the planet. The posts would be manned by two or three Wardens.
Obviously, a planet full of wild animals would attract undesirables. Trophy hunters would try to hunt and bag exotic animals they may not be able to hunt even on the animals' native planet. It was the job of the Game Wardens to keep that from happening.
